Nearly everything written about backyard building here is written for Ottawa, then assumed to hold across the bridges. It does not. Gatineau has its own permits, fence heights, pool rules and flood regime. This is what we check before quoting a job on that side.
One city, five sectors, none of them a suburb of Ottawa
The City of Gatineau was created on 2002-01-01 by merging Aylmer, Buckingham, Gatineau, Hull and Masson-Angers. Ville de Gatineau publishes the rest: 341.84 km², 291,041 residents at the 2021 Census, and fourth-largest in Quebec after Montreal, Quebec City and Laval. It does not publish a population split by sector and neither do we.
The sectors still behave like separate towns, and the distances are nothing like a commute: a Pointe-Gatineau address sits roughly 6 km due north of Parliament Hill, closer in than much of Ottawa. What we will not do is claim to know your block. No verified breakdown of build eras by sector exists that we are willing to quote, so we publish none and establish it on site.
The permits run the opposite way to Ottawa’s
In Ottawa the deck is what triggers a building permit. In Gatineau it usually is not. Ville de Gatineau lists building a perron, balcon, galerie or terrasse among the works needing neither a permis de construire nor a certificat d’autorisation, unless an architectural integration plan or a heritage citation applies. A residential fence is on the same footing: no permit, unless it is the fence enclosing a pool.
No permit is not no rules. A terrasse must sit at least 1 m from a property line and encroach no more than 2 m into a street margin, and on semi-detached or row housing an opaque screen between rear projections runs 1.5 m to 2 m high.
Then it flips. An accessory building escapes the permit only if it is detached and removable, so a permanent pergola, gazebo or cabana needs a permis de construire: 0.6 m clear of the house, 0.5 m from a side or rear lot line, no taller than the house or 4.5 m inside the urbanisation perimeter. A pool moves more again. Gatineau requires a permit for the pool or spa, the diving board, the enclosure, and a platform or terrace opening onto the pool, with the enclosure at least 1.2 m high, tight to a 10 cm sphere, self-latching, and nothing climbable within 1.0 m of it. So the deck that needed no paperwork mid-yard needs one the moment it serves the water. We draw the deck and the pool fence to those numbers rather than retrofitting them.

The river, and a rulebook that changed on 2026-03-01
Gatineau sits on the north bank of the Ottawa River, cut through by the Gatineau, the Lièvre and the Blanche, with Lac Leamy inside the city. That waterfront has recent history: Ottawa River floods in 2017, 2019 and 2023, with 3,800 Gatineau homes and cottages affected in spring 2019 alone.
The regime governing work near it is new. Quebec’s modernised framework for water environments came into force on 2026-03-01, replacing the transitional regime for flood zones, shores and littoral, and it sets out when a municipal permit is required for residential construction there. New maps are being published progressively, so the mapping for a given watercourse can still be in transition. On a riverside lot we treat the approval as open until the City confirms it, because a footing line is far cheaper to move on a drawing. Then run one check on anyone quoting a job in Quebec, us included. All contractors must hold a building contractor’s licence issued by the Régie du bâtiment du Québec to carry out construction work in Quebec, and the RBQ keeps a public register, so a number takes about a minute to verify. Ontario firms can be exempt from some of its qualifying examinations, through three years with Tarion or five registered as a building contractor in Ontario, but the exemption is from the exams, not the licence. We publish no licence numbers on this site, in either province. Ask any contractor, us included, to put their RBQ standing in writing before you sign a Quebec job, then check it yourself: RBQ interprovincial agreements and the licence holders’ register.
